Tajikistan:
"We don't need citizenship in exchange for war"
The announcement of mobilisation of military reserves in Russia has put many Tajik migrants at the crossroads. Many of them want to be citizens of Russia or continue to work in the country as migrants, but they do not want to be in the war.

21-year-old Mukhammadnazar Nadzhmiddinov left for Russia to earn money shortly before the mobilisation was announced and almost immediately applied for temporary residence in Samara.

According to him, he is aware that there is an induction centre at the migration centre in Sakharovo, where they promise to grant Russian citizenship in exchange for the one-year contract service in the Russian army, yet he is disinterested in this offer.
I think that those people who go to the Russian army for money or passports are sent to the frontline of the war and they are unlikely to go back alive. In this case, I don't need the money they promise to pay, or the Russian passport. I don't want to stay in Russia for a long time, I simply want to earn some money and go to another country.

According to him, the news of mobilisation in Russia has affected the morale of his environment and all population.

"The passenger transport seems to be uncrowded. Many people have sad faces. People are worried and annoyed. It's mostly women who use urban transport, and there are absolutely no men, especially at the age of 18 to 50. People of the conscription age leave for villages or flee to other countries," Nadzhmiddinov said.
Another native of Tajikistan, who has received the Russian citizenship, said to CABAR.asia on the condition of anonymity that he received the citizenship of that country only to be able to work without a patent, but not to take part in the war.

According to him, he has not yet received the summons to come to the military enlistment office.
Those who have military cards and fighting experience are summoned in the first place. I am registered in the Russian military enlistment office. I haven't thought about what I would do when I am summoned. If we refuse to go to the war, we'll be punished.

He also said that fleeing to Tajikistan in this situation is not a way out because there are no jobs there and it is very difficult to live there. But their company's management promised its workers that they would not be summoned to the military enlistment office and they can continue to work safely.

Another migrant from Tajikistan Ilkhom Izzatov applied for Russian citizenship six months ago and now does not know what to do. Speaking to CABAR.asia, he expressed concern that he would have to register with military authorities to receive the Russian passport. He can become a citizen of Russia, but the military mobilisation has bewildered him and he does not know whether he should obtain Russian citizenship or not.
If I continue to process my papers, I will definitely be registered soon and I will obtain the citizenship. But I worry about the consequences. I might be summoned and sent to the war.

But, despite the concern, he continues to hope that the war would end soon and he would not have to go to the war with Ukraine.
In all this mess, migrants and some citizens of Tajikistan worry about article 401 of the Criminal Code of Tajikistan, which provides for criminal liability and imprisonment for 12 to 20 years for participation in armed hostilities in territories of other states.

The embassy of Tajikistan in Moscow and the Ministry of Labour, Migration and Employment of Tajikistan urged the citizens of Tajikistan not to take part in the war in the territory of a foreign state, and if needed refer to embassies, consular offices, and representative offices of the Ministry of Labour, Migration and Employment of Tajikistan in Russia.
