On October 3, representative of the ministry of foreign affairs of Kazakhstan Aibek Smadiyarov said that the country was always open for ethnic Kazakhs who want to come back to their historical homeland.
"From the first days of independence, Kazakhstan has invited all kandas (ethnic Kazakhs – editor's note) who live abroad to move to Kazakhstan, creating better conditions for them every year. The borders and doors of the Republic of Kazakhstan are always open," Smadiyarov said.
Some businessmen in Kazakhstan have consolidated to help the newcomers with accommodation. According to entrepreneur Aidyn Rakhimbaev, they have managed to place over 200 persons and can accommodate 500 more.
"In Orenburg, Omsk and Astrakhan regions, hundreds of other brothers and sisters go to the front. It's obvious that many of them have lost their lives. Therefore, we have decided to help and provide lodging and food in the dormitories of Astana, Atyrau. In addition to Kazakhs, we have already started to host Tatars, Bashkir, Kalmyks, Dagestanis, Chechens, and other ethnic minorities, who face the biggest threat," Rakhimbaev said.
However, according to economists, the massive inflow of the Russians and migrants creates risks for the economy of Kazakhstan. Sardar Nurymkulov, candidate of economic sciences, member of the Financier Association of Kazakhstan, said that the inflow of people in the country has caused increase in the market of rented property.
"Migration also affects the banking sector. After the western countries began imposing sanctions against Russia, financial organisations of Kazakhstan have the increase in the available rouble stock. This time most of those who crossed the border will exchange their currency to tenge. And this will be unprofitable to our banks," Nurymkulov said.
According to him, the government of Kazakhstan needs to impose restrictions to protect the domestic economy and citizens of the country.
"We need to toughen rules for foreigners to apply for individual identification number and residence permit. Those employers and property owners who employ and rent out premises to Russian citizens should pay taxes. If Russians buy property, 20 per cent of value should go to the national budget. Russia applies the same rules," the economist said.
He added that these rules should not apply to ethnic Kazakhs who return to their historical homeland. According to his estimates, there are few of them in Russia and nearly 100 thousand people will come back, which will not have any impact on the economy.
The government has not voiced any plans about Russian citizens and ethnic Kazakhs so far.
